National Consensus Government as Outlined in Draft of Libyan Political Agreement.

Tripoli, 10 June 2105(Lana) The UN Support Mission in Libya draft
for political agreement in Libya has called on parties, taking part
in the political dialogue in the Moroccan city of Alskhirat, to form
a national consensus government with multiple executive tasks.
The draft set the duration of the national consensus government
to be one year, to start right from the date the agreement gets into
effect, and to be formed on the basis of efficiency and equal
opportunity.
According to the draft the government will have to be consisted
of a council of ministers, to be headed by a prime minister, two
deputies and a number of ministers, and to be headquartered in the
capital Tripoli.
The draft agreement stipulated that a cabinet would be set up
consisted of the head of cabinet, two deputies as members of the
cabinet and two ministers one for cabinet affairs and legislation and
the second for specialized councils affairs, and called for decisions
are taken by unanimously by the cabinet.
Withdrawing confidence from the government can only be done with
approval of two thirds of members of the House of Representatives,
and should only be effective after endorsement by two thirds of the
state council within 15 days of the House vote.
Candidates to the government should be no less than 30 years of
age for the post of head of the cabinet and 25 years of age for the
post of a minister. They will have to be holders of no foreign
nationality and not married to a non-Libyan woman.
Candidates also will be required to provide a statement of his or
her personal property, assets or otherwise, and also of wife and
underage children.
The prime minister is required, by virtue of this agreement, to
submit within a period of no more than one month, a list of his
members of the national consensus government to the House of
Representatives for approval in accordance with the law.
The draft agreement stipulated that in the event of resignation
or death of the prime minister or, for any reason otherwise that the
post of the prime minister became vacant, the government continue to
serve as a care-taker until a new government is set up, provided that
5 representatives of the House and 5 representative of the State
Council hold a special meeting to name a new prime minister within 10
days of the vacancy of the post of the prime minister.
The draft outlined the authorities of the prime minister cabinet
which include representing the state in foreign relations matters,
endorsement of representatives of foreign countries and organisations
in Libya, and chairing and supervising the government meetings.
The cabinet authorities include appointment of ambassadors and
Libya's representative to international organisations, and senior
government employees, in addition to declaration of peace and war and
concluding international agreements and conventions after they have
been endorsed by the House of Representatives.
The draft set as condition that the national consensus government
after consulting the State Council and the National Security and
Defense Council undertakes to submit a draft law outlining the
authorities of the supreme commander of the army and authorities of
lower commanders of the army within no more than three months of the
date of its inception to be ratified by the House of Representatives.
The draft obliged the NCG to set up women empowerment and
support unit to be affiliated with the prime minister's office.
