Baku, May 18, 2026 (LANA) – President of the Presidential Council, Mohammed Al-Menfi, affirmed that Libya fully understands the importance of building more resilient, inclusive, and equitable cities, and that it supports reconstruction efforts and the building of urban communities that preserve national identity and respond to the requirements of modern development.

This came in his address at the 13th session of the World Urban Forum held in the Azerbaijani capital, Baku.

Al-Menfi stated, “We are working to support balanced urban development policies, promote sustainable urban planning, and improve infrastructure and basic services, with a focus on empowering local authorities and supporting reconstruction efforts.”

He pointed out that reconstruction efforts in Libya have continued in recent years, witnessing significant progress in major projects, infrastructure, and housing in the east, west, and south of the country, particularly in Derna after the floods and in western cities after the wars, as a result of the stability the country is experiencing.

The President of the Presidential Council added that Libya affirms its full support for all international efforts aimed at building safe and sustainable cities capable of adapting to crises, climate change, and economic challenges. This will enhance regional and international stability and ensure development for future generations.

He added that the world is currently facing a worsening housing crisis, affecting billions of people, amidst widening social gaps, the increasing impacts of climate change, rapid urbanization, and rising rates of migration and displacement. He pointed out that housing is no longer a narrow issue but has become a fundamental pillar of stability, development, and social security.

Al-Menfi noted that the international meetings and events organized by the United Nations Human Settlements Programme (UN-Habitat) during 2026—whether in Baku, Nairobi, or China—underscore the importance of continuing the global dialogue on the future of cities and the feasibility of translating recommendations into practical policies and implementable projects that serve humanity and place it at the heart of the development process.
