Dabaiba issues circular to control rationalization of public spending

Tripoli, March 10, 2025 (LANA) - The Prime Minister of the Government of National Unity, "Abdul Hamid Al-Dabaiba", issued today, Monday, Circular No. (2) of 2025, which includes a set of controls and procedures aimed at rationalizing public spending on official events within the framework of enhancing good governance and ensuring optimal management of the state's financial resources.
The circular included obtaining prior approval from the Government Communication Center before embarking on any arrangements to organize official events, by referring technical and financial offers for review, to ensure their compatibility with the state's financial policies and controlling public expenditures.
It also stipulated the necessity of controlling expenses related to conferences, celebrations and workshops, with clear justifications for organizing them, and limiting the use of government facilities to organize events, with the exception of cases that require special locations, which require prior approval from the Government Communication Center.
The circular obligated government agencies to reduce protocol costs and limit expenses for hospitality, souvenirs and paper printing, while enhancing reliance on digital means.
Regarding television broadcasting, the broadcast signal was granted free of charge to all channels wishing to broadcast official events, to avoid imposing any additional costs on the organizing bodies and the exclusive live broadcast of events attended by the Prime Minister on the state’s official channels, to ensure the unification of official media messages.
The circular also stressed respect for intellectual property rights in all materials used, with the organizing bodies being obligated to prepare a detailed report after each event, including an accurate assessment of the benefit achieved compared to the costs, to ensure maximum benefit from available resources.
