Al-Fadhil stresses in Geneva: The necessity of organizing the work of parliamentary committees.
Pulbished on:Geneva, October 18, 2024 (LANA) - Speaker of the House of Representatives, Abdullah Al-Masry Al-Fadhil, participated in the meeting of the Association of Secretaries-General of National Parliaments, which was held on the sidelines of the 149th session of the General Assembly of the Inter-Parliamentary Union in the Swiss city of Geneva.
Al-Fadhil delivered a speech in which he focused on the importance of organizing the work of parliamentary committees and clearly defining their competencies, noting that this contributes to improving the performance of parliament and increasing its efficiency in accomplishing legislative and oversight tasks.
Al-Fadhil explained that parliamentary committees represent a fundamental pillar in the work of any parliament, as they play a pivotal role in drafting legislation and exercising oversight over the government, but the multiplicity of committees and the overlapping of their competencies may lead to some difficulties in work, which requires the existence of clear mechanisms to organize their work and define the competencies of each committee.
Al-Fadhil reviewed the Libyan experience in organizing the work of parliamentary committees, noting that the internal regulations of the Libyan House of Representatives issued under Law No. (4) of 2014 allocated an entire chapter to parliamentary committees, specifying their names, tasks, formation mechanism, and number of members.
He explained that this system guarantees that each committee exercises its oversight role in its field of expertise, stressing the important role played by the House of Representatives in providing logistical and technical support to parliamentary committees and coordinating work between them.
Al-Fadhil stressed the importance of cooperation between parliamentary committees and exchanging expertise between different parliaments, with the aim of developing parliamentary performance and strengthening democracy.
