Batili reveals to the Security Council the position and conditions of the Libyan parties to participate in the five-party meeting

New York, December 18, 2023 (LANA) - The UN envoy, Abdullah Batili, said on Monday that the main Libyan parties he invited to the five-party meeting on political dialogue did not directly reject the invitation, but some of them set conditions for participation.

Batili revealed in a briefing to the Security Council that the Presidential Council expressed clear and tangible support for the success of the dialogue, while the Speaker of the House of Representatives, Aguila Saleh, stipulated that the agenda should focus on forming a new government for the elections. As for the President of the High Council of State, Mohamed Takala, he presented the names of his representatives to attend the preparatory meeting. This is despite his rejection of the version of the electoral laws published by the House of Representatives.

The UN envoy added that the head of the National Unity Government, Abdul Hamid Al-Dabaiba, expressed his willingness to discuss the outstanding issues in the electoral laws and categorically rejected any discussion about a new government, while the commander of the Libyan National Army, Khalifa Haftar, was ready for dialogue, but he stipulated the participation of the two governments or their exclusion.

Batili explained that he asked the five parties to nominate three representatives from each party to participate in a preparatory session to agree on the main criteria upon which the meeting will be held to consider the principles, including the date, place and agenda of the meeting.

In his briefing, the UN envoy described some Libyan leaders (whom he did not name) as still standing still, and so far have not shown a firm commitment to ending the long-standing blockage that has caused the suffering of the Libyan people.

He stressed that electoral laws alone will not enable elections to be held unless the concerned parties commit to implementing those laws, and that the formation of a unified government to lead the country to elections will not be achieved unless those parties act in a spirit of consensus, convergence of political viewpoints, and renew their commitment to the unity of their homeland.

  Batili indicated that, in parallel, he is consulting with various sectors of Libyan society, including political parties, community notables, security parties, civil society, cultural groups, women and youth, as well as businessmen, on ways in which the outstanding contentious issues can be resolved through an inclusive peace process with Libyan leadership and ownership. .

The UN envoy stressed that in order for Libya to be able to hold successful elections, disputed issues must be resolved politically through a settlement between the main concerned parties so that the failure of the December 2021 elections is not repeated.
