Launch of political and societal spectrum dialogue initiative.
Pulbished on:Tripoli, 24 January, 2023 (LANA) - A number of candidates for presidential and parliamentary elections, elites, and political, societal and scientific currents announced, Tuesday, Tripoli, the launch of the political and societal spectrum dialogue initiative.
According to the initiative, all political and societal elites agreed to conduct an inclusive national dialogue, from which basic principles for the governance of state institutions emerge, establishing a constitutional basis on which simultaneous presidential and parliamentary elections will be held, and then the permanent constitution.
The initiative also included the formation of an election government with high capabilities and competence capable of unifying the country, and whose mission would be to manage state affairs temporarily, end all political, security and military divisions, and supervise an inclusive national dialogue that would lead the country to elections in a period not exceeding a year and a half, which is the time required for national dialogue, achieving a constitutional base and a permanent constitution and holding of a referendum.
The initiative identified four options to get out of the crisis the country is going through, represented by the parliament and the High Council of State agreeing on a balanced, fair and rapid constitutional rule on the basis of which early elections can be held, and that are acceptable to all political, societal and scientific elites within a maximum period of two weeks from the date of submitting the initiative.
The second option provides for the Presidential Council to issue a decision to freeze the work of the two current governments, and to form an election government with high capacity and efficiency that will assume the tasks referred to above without referring to the House of Representatives and the High Council of State based on its capacity as supreme commander of the army and the state of emergency and necessity within a period not exceeding fifteen days. While the third option provided for the Supreme Judicial Council assuming the tasks of the Political Dialogue Forum Committee consisting of (75) members, and reconstituting the Dialogue Forum from advisors and judges as a constituent body that undertakes the tasks of issuing a decision to freeze the work of the two current governments, and forming an election government that undertakes the tasks referred to above in no time. more than two weeks.
The initiative pointed out in (the fourth option) that if the three institutions (the Presidential Council, the House of Representatives, and the High Council of State) are unable to carry out the required tasks, then the forum of the political and societal spectrum and the scientific and social elites, who are not controversial, will complete the necessary procedures.
Those in charge of this initiative decided to form a working group to communicate with the United Nations Mission, the international community, all political and partisan movements, municipal councils, sheikhs and notables, to mobilize support for the initiative, calling for demonstrations to support this initiative, and insisting on simultaneous parliamentary and presidential elections as soon as possible.
The launch of the initiative was attended by a number of candidates for the presidential and parliamentary elections, as well as representatives of parties, movements, elites and nations.
