Salama calls on HoR to fulfill its obligations.

    Tripoli, 22 May 2018 (Lana) UN Special Envoy and head of  UNSMIL,
Ghassan Salama briefed Monday the Security Council on developments of
the political situation through closed circuit from UN mission in 
Tripoli.
    Salama said the Libyan people have overwhelming desire to refresh
the political scene, and  ascertain local authority and return to 
natural rhythm of life with more stable institutions. He said there 
are increasing voices that call for elections through the  updating 
of the electoral roll, public opinions and during the inclusive 
national conference.
    Salama stressed the need to hold the elections as soon as 
possible and prepare the appropriate climate for elections with a new
round of registering electorates and a commitment to accept the 
outcome and provide necessary funding for security to secure 
elections.
    Salama called don the HoR to fulfill its promises by issuing 
election law that governs all election dues in consultation with High
State Council, provided that such laws be acceptable to the 
overwhelming majority of Libyans. He expressed UN readiness to offer 
immediate advice in line with international practices.
    During the drafting of the plan of action, many Libyan parties 
requested to amend the Libyan Political Accord, he explained but  
such parties in many occasions, were not ready to make the necessary 
concessions, despite the fact that opportunities were offered to all 
to pass such amendments but they were not made and became a factor to
distract attention.
    'It is high time to close this chapter, by focusing on holding 
elections this year, the significance of amending the political 
accord will diminish' he added.  Salam said we must ask the 
presidency Council, in the remaining months to seriously prepare for 
elections and offer services to the Libyan people.
    Salama praised in his briefing the Au and EU for the efforts of 
Common Work Teams in support of voluntary repatriation of migrants to
their countries of origin, stressing the importance to continue work 
with the Libyan authorities to improve the conditions of detention 
centers or in local communities.
