Al Sarraj to African Union Summit: Libya is most impacted by illegal migration, source countries must secure their borders to avert out flow of migrants.

Council, Fayez Al Sarraj highly praised President of Congo, chairman
of the High Level African Union Committee on Libya, members of the
committee, and the African Union Commission for the comprehensive
report, reflecting great interest attached by the African Union in
developments in Libya in its quest for security, stability and a
satisfactory settlement.
In his address to the African Union read by Foreign Minister,
Mohamed Saila, Al sarraj said; after two years of signing the
political accord, which remains the only framework for the political
process, as recognized by the international community, and despite
lack of resources, the GNA is still working relentlessly to address
all accumulated bottlenecks and difficulties at all levels.
" In spite of all these difficulties, it is no secret that there
are many positive developments, especially at the security and
combating of terrorism levels, and GNA control of state institutions,
although some commitments are still unfulfilled due to continued
political divisions' Al Sarraj added.
He renewed his call to Libyan political rivals to make national
interest override others to halt deterioration to which the situation
in Libya has reached, as it has been proved that there Well be no
military solution in Libya and the solution would only through
inclusive political dialogue'.
He explained that the UN envoy to Libya offered an action plan in
September that entail several elements including amending the
political accord, organizating a national gathering, holding
elections, in the light of which a political dialogue was convened
between the House of Representatives and the Council of High State
but their committees could not reach an agreement, this prompted the
GNA to carry out a ministerial reshuffle and expand the government to
widen the base of participation and improve performance until the
election date.
Al sarrj he also called for the unification of the military and
security institution under civilian authority, welcoming meetings
hosted by Egypt which brought together Libyan army leaderships from
the Libyan parties to come up with proposals that distance the
military institution from political conflicts.
He also touched on the issue of illegal migration saying Libya is
the most effected from its repercussions, and it is still signaling
the alarm. He said Libya knocked on doors of all regional and
international quarters seeking help, support and coordination and
called on source countries to secure their borders to avert the
influx of migrants into Libyan territories.
On violation of migrants rights, Al sarrj said GNA orders the
concerned authorities to immediately investigate the issues and
expose the results and inform local and international public opinions
about the outcome and bring those responsible to justice.
Al sarraj concluded his speech which was read by Foreign Minister
Saila by reiterating support of the efforts of the UN envoy and the
African Union High level committee on Libya for their commitment to
the support of the efforts aiming at addressing the Libyan crisis
through p[political dialogue, as the only path to secure a better
future for the which the Libyan people are longing.
