President of the High State Council meets UN envoy.

Tripoli, 12.06.2016(Lana ) High State Council, Abdulrahman Al Sawihli
met in Tripoli Monday with the UN envoy to Libya, Martin Kobler and
his accompanying delegation.
The meeting attended by second vice-president, rapporteur and head of
standing committees.
President and head of standing committees condemned the crimes
committed be Hafter forces against the city of Derna and voiced
surprise at the silence of the Presidency Council of the GNA about
the crimes
President and members of the Council conveyed the indignation of the
Libyan street of the crisis due to a minority undermining granting
confidence to the GNA by the House of Representatives.
They underlined that the main cause of cash shortages and power
outage is some parallel bodies continued breaches of the political
accord and security council resolutions prompting intricate economic
and financial problem.
President of the High State Council also expressed dismay at delay of
international community in honoring their pledges and commitments to
support forces fighting State Organization in Sert under the
legitimacy of the Presidency Council of GNA being the Supreme
Commander of the Libyan Army, especially evacuating and treating the
wounded and lifting the arms embargo.
President and members of the High State Council underlined the
important and instrumental role of the HSC in enabling the Presidency
Council assume its work in Tripoli.
They also stressed the importance of the HSC as a basic entity
assigned to apply and follow up the political accord.
On his part, the UN envoy, Martin Kobler condemned the bombing of
civilians on Derna and any other Libyan city.
He stressed that the Security Council would lift the arms embargo for
the forces fighting Daesh, once it ascertains that these forces are
subordinated to the Supreme Commander of the Libyan Army represented
by the presidency of the Presidential Council of the GNA.
Kobler emphasized continued support of the international community to
the political accord, as sole legitimate framework of the political
process without changing its clauses.
He explained that the legitimacy of the political accord and bodies
sprung from it stem from the Libyan people. He acknowledged the
shortcomings of the GNA in humanitarian and services aspects.
