UN Accuses Parties to Conflict in Libya of War Crimes.

Geneva, 25 February 2016(Lana) The United Nations on Thursday said
parties to the conflict in Libya were accused of war crimes including
torture, rape and arbitrary executions, and demanded that
perpetrators be brought to justice.
A number of key players are accused of very grave violations that,
in some cases, constitute war crimes, said Zaid Al Husain, UN Human
Rights Commissioner.
A report on the violations in Libya between 2014 and 2015 pointed
to massive deterioration of the situation in this country.
The report concluded that most of the armed groups have committed
unlawful killings including execution of detainees, prisoners and
abducted people and those of different opinion.
The report stressed that thousands were being held arbitrarily,
and sexual assaults were common.
One important element in the report is the continued commission of
crimes with impunity and the systematic gaps in the judiciary, the
report noted.
It called on the UN Security Council to prepare a shortlist of the
perpetrators of violations and bring them to account.
The report regretted the fact that the International Criminal
Court ICC which looks this type of violations does not have the
adequate resources to do that.
