UNSMIL Hands Final Draft of Political Agreement to Libyan Parties.

Tripoli, 30 September 2015(Lana) The United Nations Support
Mission in Libya UNSMIL has furnished all parties to the Libyan
conflict with a copy of the final draft of political agreement to end
the one year long government crisis in the country.
The 27 page draft published on Tuesday included chapters
explaining provisions of the agreements, including the governing
principles, the consensus government, parliament, state council,
confidence-building measures, security arrangements, specialized
councils and associations, and international support.
The draft also included 6 appendixes that included names of
head of government, his deputies, government ministers, priorities
for the consensus government, the Fundamental rules of the state
council, as well as a proposal for amending the constitutional
declaration and the administrative and financial issues.
The prelude of the draft maintained that this a contribution of
the members of the House of Representatives, the General National
Congress with participation of concerned and other independent
parties. This agreement also is based on four key principals
guarantee of democratic rights, the need for a consensus government,
empowering state institutions and respect of independence of the
judiciary.
The governing principles underlined a commitment to formation of
a consensus government with full authorities and that the House of
Representatives was the sole legislative body during the transitional
period and the Islamic Sharia the source of legislation.
They banned formation by individuals or groups of military or
Para-military organisations outside the state legitimacy, to
undertake to abide by the decisions made by the legislative authority
through the state civil and military institutions, as well as
evacuating the military formations from military and civic posts.
