Rajoy Warns of ISIS Control of Regions in Libya.

Tripoli, 30 July 2105(Lana) Spanish Prime Minister Mariano Rajoy has considered that ISIS has developed a capacity that it can control regions in Libya which reflected the extent of threat posed by this organisation. Speaking at the opening of the UN Ministerial Meeting for Combat of Terrorism in Madrid on Wednesday, Rajoy said control of territory enables ISIS to spread its propaganda and encourages other groups activities and individuals who plan violent acts without the need for direct link with terrorist organisations. The meeting discussed key issues including detecting and preventing recruiting by terror networks of foreign fighters, the way fighter join these groups and their destinations as well as sentences and penalties and rehabilitation of those who return from fighting territories. More than 400 experts from 70 countries took part in the meeting, the first of its kind to be held by the UN Security Council Anti-Terrorism Commission outside New York since 2011. =Lana=
