President of GNC Addresses Letter to UN Envoy on Dialogue Draft.

Tripoli, 12 July 2105(Lana) The President of the General National Congress Nuri Abu Sahmein has deplored what he called non-start of the political dialogue process sponsored by the UN in practically and effectively. In a letter he addressed to the Head of the UN Support Mission in Libya Bernardino Leon on Saturday, Abu Sahmein said one of the reasons for the tumble of the talks between Libyan parties is the selection of participants by the mission alone and without a clear and objective standards. He questioned the mission invitation to particular mayors among 160 mayors across the country in violation of the governing principles of non0discrimination between individuals and institutions. He also said he was surprised by a meeting which Leon held with leaders of Libyan Army and the Revolutionaries without consulting or even informing the Army General Staff or the Commander in Chief. Abu Sahmein objected to participation of persons deemed responsible for Libya's predicament, indicating that the names of those persons had been repeatedly mentioned during meetings of Ghadamis 2 and Geneva 1, and the mission promised to sort that out but never did. The President of the Congress said he was puzzled by Leon's statements in which he said the dialogue was a reflection of the consensus among participants and an expression of their political positions and that the results of the previous session reached 99%. Such level of understanding would not have required the Congress to demand subsequent alterations for matters that did not exceed 1%. He pointed to the parties determined by UNSMIL and which signed a statement at an event that was attended by the General National Congress team who informed the mission that they should refer to the dialogue legislative. He noted that the parliament in Tobruk has issued a statement saying it would not sign the draft even if the mission approved the alterations the parliament suggested, while those made by the Congress were totally ignored. Abu Sahmein reiterated that the Congress was committed to the principle of dialogue as a solution to what's happening in Libya and it would not object to the UN as the key player in the Libyan to Libya dialogue, and was prepared to consider any proposals by the mission that did not contravene with the international norms and the UN role. =Lana=
