UN envoy to Libya renewed his call to GNC to sign 4th draft.

Tripoli, 12.07. 2015 (Lana) UNSMIL envoy, Bernardino Leon has
renewed his call to GNC to catch up with the signatories of the 4th
draft, stressing that there will be room to address reservations
through addendums which would be part and parcel of the accord.
Leon underlined at a press conference that despite signing by
first letters , the agreement would be enforced unless parties to
dialogue approve and rectify it which is one guarantee that parties
wished to be included.
It also underlined the desire of the international community to
offer all forms of support to ensure implementation of the political
agreement finally especially supporting institutions emanating from
the agreement.
He explained that after signing by parties to the Libyan dialogue
on the initial agreement on the 4th draft, he would work with the
national consensus government in its endeavour to issue a resolution
from the Security Council that supports the agreement, its
implementation and restore the correct track of Libya.
Leon said that any legislations, agreements or resolutions that
contradict with the items of the political agreement are considered
void, as soon as the agreement is rectified which is guaranteed by
the expected Constitutional Declaration according to the text of the
agreement.
The UN envoy said there will be room for addressing reservations
and will be negotiated by the parties using the same mechanism
followed during negotiations on items of the agreement.
House of Representatives delegation and the boycotted members
signed by first initials the 4th draft in Sukhirat in the absence of
GNC delegation.
