underlined that the Central Bank of Libya and Libyan departments
would not be able to disburse salaries for longer period.
At the meeting with political leaders and activists in Algeria he
said; "The financial position of the country cannot sustain Libyan
departments to perform their tasks and this applies to all bodies
and regions and all cities in Libya".
He explained that low oil production contributed to budget
deficit, even if oil production is restored to normal levels,
pointing out that average production would not be able to keep the
budget at a level that enables Libya preserve public assets.
He added there would only be two possible ends either to
present an agreement or concede Libya's inability to reach an
agreement and the need to continue the war.
Leon said the option of confrontations is not on the table
according to letters of both sides and from several other Libyans,
and that it is high time to take decisions. "If it has not been
comprehended yet that Libya reached its limits, then the outcome for
Libya would be a failed state' he added.
