EU seeks formation of marine force in the Mediterranean to pursuit human traffickers.

Brussels, 18.05.2015 - (Lana) The Foreign Policy Official 'Federica
Mogherini' , in the European Union today Monday , said that reaching
an European agreement to form a naval force in the Mediterranean ,
which targets those who smuggle illegal immigration , from Libya to
Europe , will accelerate the issuance of the necessary authorization
from the UN , for the plane to succeed.
Mogherini said , that the foreign and defense ministers in the EU
members "will take a decision to form the naval force , to dismantle
criminal networks , that smuggle people in the Mediterranean".
"As soon as we adopt a decision today , the matter will become more
urgent and clear for the international security council" , Mogherini
added to journalists.
The NATO secretary general 'Jens Stoltenberg' , had urged Europe to
take this step for reasons , such as that 'ISIS' fighter might "hide
and mix with migrants" , to reach Europe.
The United Nations High Commissioner for Refugees 'UNHCR' , said that
about 51 thousand immigrants had entered Europe via the Mediterranean
this year , including 30500 immigrants through Italy , and 1800
drowned while trying.
In an emergency conference in Brussels last month , EU leaders have
agreed on "identifying , confiscating and destroying the ships ,
before used by traffickers".
Mogherini travelled to New-York this month , to gather support , for
a draft resolution provided by Britain , France , Lithuania and Spain
under section seven of the UN charter , which authorizes the use of
force to regain international security and peace.
Without the UN mandate , the EU naval force - most likely will be
positioned in Italy - cannot intervene into the Libyan territorial
waters and Libyan coasts , to confiscate the suspected vessels.
The Austrian defense minister 'Gerald Klug' said , "without the UN
mandate , nothing will happen".
