The total state spending in the last three years after the
February uprising was LD 158 billion, of which 100 billion salaries,
subsidy and development running funds, the Office said in its annual
report issued recently.
The total amount spent on salaries was LD 65.945 billion, while
subsidy was LD 33.897 billion, the running costs LD 30.674 billion,
development LD 22.720 billion and sovereign depth LD 4.899 billion.
The report noted that the spending was not matched in size with
services, whereby salaries inflated without corresponding value added
to quality of work.
It noted that the running costs were not matched by institutional
structure or modernization of administrative and financial systems
either the conventional or the electronic. Large amounts of money had
been spent on development but no new construction projects to be
seen, it added.
