Leone: Regional powers bear responsibility of continuation of clashes in Libya.

New York, 29.04.2015(Lana) The Head of the UNSMIL, Bernardino
Leone, said on Wednesday there are regional powers that bear
responsibility of the continuation of clashes in Libya.
he said, press statement at the UN headquarters in New York
following a round of closed discussions in the UNSC on Libya, that
there are regional powers carrying out key roles concerning events in
Libya as well as the situation concerning the future.
Leone denied that the GNC did not completely reject the draft
agreement that was presented by the parties of the conflict in Libya.
He added that the GNC criticized the draft agreement but also
found positive points in the draft agreement, and I heard that they
agree on some points mentioned in the draft agreement, and we on our
part, will do more to improve it, and we should study the reactions
from all sides of the conflict. the reality is that there are some
individuals from the conflict parties that try to undermine the
dialogue and continue the clashes, and we want strong support from
all regional powers as well as the both sides of the conflict, and
without this support we will not be able to make positive progress
in Libya.
He said if the conflict continues, then the military options will
there in the future in Libya and the regional powers in the area ad
Libyans will bear the responsibility.
Leone said the UN mission is expecting the final reaction of
parties of the conflict next Sunday, and within two weeks we will
meet once again to discuss the observations of the conflict parties
on the draft and we'll work on improving and addressing it.
He said this is the third draft we present, but I think after
getting the reactions, we'll have a clear picture and we'll prepare
for a new round of negotiations.
He emphasized that the international community wishes to reach an
agreement concerning the crisis before Ramadan, by the end of June.
The UN envoy stressed that there is no military solution for the
crisis in Libya and added that parties of the conflict realize that,
and when we ask them why are they continuing the clashes, the
response is that we want to improve our situation on the ground.
The UN envoy presented draft proposal for a political solution
for the crisis, the draft provides for an agreement during the
transitional period that does not exceed two years and an extension
for the CDA.
The GNC announced its rejection of the draft and considered it
disappointing and back to square one, and does not respect the
verdict of the Supreme Court to dissolve the House of
Representatives.
