Leon: Libyan political agreement draft sill at development stage.

Tripoli, 29.04.2015 (Lana) The UN Special Envoy to Libya,
Bernardino Leon has revealed that the draft political agreement
between Libyan rivals is still at development stage.
In a statement Wednesday he said UNSMIL distributed early this
week a draft political agreement proposal. The Special representative
in a message addressed to the participants to the dialogue he said
that the proposal was based on the discussions during the past three
months.
Leon pointed out that UNSMIL distributed this draft based on
preliminary responses , asserting that the document is still in the
stage of development and should be dealt with as such until all
parties reach a consensus on what they believe constitutes
implementable political settlement.
He said the draft aims at finding a middle ground on what he
described as the issues most difficult and sensitive and it
identifies a vision related to the remaining transitional period
pointing out that it is a draft based on several basic principles
including not undermining the democratic process and clear separation
between the executive and legislative powers.
Leon explained that he endevours for a consensus for a future
government of national consensus and to provide it with the
capabilities to be able to address the great challenges facing Libya.
He renewed UN commitment to work with all parties in the coming days
for the success of the dialogue.
He also pointed out to consult with all parties in the coming
days to agree on a date for the resumption of UN sponsored talks in
Morocco.
Leon is expected to brief Security Council members on the draft
which he presented Monday as a solution to the crisis in Libya and
which is met by wide spread rejection by the GNC and several other
parties.
