Spain Calls for Considering Oil Embargo if Dialogue Fails in Libya .

Jose Manuel Garcia '' said Monday that forming a national unity
government in Libya is the last hope for peaceful solution . If talks
failed the European Union must take measures to force Libyan sides to
return to negotiating table .
EU foreign ministers meeting in Brussels have agreed to prepare
proposals for the Union's Mission in Libya if talks reached agreement
between rival sides .
The Spanish foreign minister said to reporters : '' We called for
considering measures to freeze assets of Libyan Central Bank ,
imposing oil embargo as pressure tools in order to persuade all sides
that no economic development can be realized without political
stability ''.
The EU ministers supported a call by the EU Foreign Affairs
Policies Representative , '' Federica Moghrini '' to study sending a
mission to Libya , but they did not give any details about mechanism
of this step .

On the other hand , '' Moghrini '' presented the idea of sending a
commission by the EU to Libya to monitor cease fire or to protect
airports and other infrastructure facilities if talks succeeded ...
indicating , in the meantime , that the EU ships may help in imposing
sanctions on importing weapons to Libya .
EU diplomats say that '' Moghrini's plans require sending some
European soldiers to Libya .
According to diplomats sending European mission needs a request by
Libya and a mandate from the UN Security Council , since it is not
guaranteed to get support from Russia and China which both enjoy the
use of a ( veto).
