Salama Al-Ghwail stresses approval of budget will contribute to addressing many bottlenecks.

Tripoli, 15 July , 2021 (Lana) - The Minister of State for Economic Affairs, Salama Al-Ghwail, affirmed that approval ofpublic budget will contribute to addressing many bottlenecks, including completing the releases of salaries of state employees, financial settlements, solving problems faced by social security, and providing the needs of the health sector. In the fight against the Corona virus, support for the oil and electricity sectors, and most importantly, liquidate the budget allocated to the High Electoral Commission to start preparing for holding the elections on their specified date.

          This came in his speech, Wednesday, during his participation, via zoom, in the meeting of the economic working group emanating from the International Follow-up Committee of the Berlin Process, which was held, in the presence of ministers and officials from the Government of National Unity, the United Nations Support Mission in Libya, Egypt, the United States and the European Union.

   The Minister of State for Economic Affairs presented to the Economic Working Group several alternatives that the Government National Unity could resort to in order to obtain the budget due to the delay in the parliament's approval and approval.

   In his speech during a meeting, Al-Ghwail said that the alternatives that the government will resort to is to use the method of financial arrangements, by going to the Presidential Council and the Central Bank of Libya to obtain the necessary budget to implement the government's programmes.

 He explained that this comes from the motive of concern for the supreme national interest and not to disrupt the interests of the Libyan people, and to bypass the obstacles placed in the way of the national unity government, warning of an economic crisis that the country may witness as a result of this delay.

  In a speech during the meeting, Al-Ghwail pointed to the need to "restructure public expenditures...at the heart of which are the public expenditures required to support the state for goods and services, especially those consumed by the vast majority of citizens." And “working on regulating rental relations between owners and tenants in various aspects of residential, commercial or industrial use.”

 He stressed that "without this, the national unity government will not be able to perform its tasks and put the country on the threshold of a democratic transition away from fragmentation and reduction" because it is keen to reassure the Libyans that it is not a project of a class or a current, but rather a project that aims to serve all the Libyan people to meet the challenges of the future and destiny

The Minister of Economic Affairs recommended providing “insurance rights against unemployment, work accidents, and total or partial disability...in this context, the insurance and social security funds.”

The minister called for "re-adapting tax policies so that they are reconsidered based on the difference in income and wealth in Libyan society, and work to reduce the disparity in living standards." He also stressed the need to adhere to educational policies to ensure fair opportunities for citizens in the field of education and employment, regardless of their social status and class positions.

Al-Ghwail called for “the development of a national strategy for the advancement of Libyan women in all fields and to achieve justice between different cities and regions in a manner that provides a basis for social cohesion,” proposing “the creation of funds to combat poverty” and “accelerating the development of policies for reconstruction funds.”
