The American Institute for Military Studies warns of a possible return of ISIS to Libya.

Tripoli, 15 August, 2020 (Lana) - A study conducted by the Institute
for Strategic Studies at the US Army War College warned of a possible
return of ISIS to Libya, likely that its occurrence will be a natural
result of the instability that Libya has been experiencing for years,
which has worsened significantly recently.
The study says that "ISIS" is quietly consolidating its ranks and
expanding its capabilities, after it marched towards the southern
desert to escape from the city of Sirt, and supported its presence
there with local trafficking in human beings and illegal goods.
The American Institute pointed out that the absence of monitoring,
the preoccupation of the Libyans in the conflict between them, and
the absence of a strong unified government are developing ISIS's
desire to establish a foothold in Libya, especially in remote areas.
On the key to preventing ISIS from taking power in Libya, the study
confirms that ending the war between the two conflicting parties in
Libya and forming an effective government is the only way to achieve
this.
