In statements by the official spokesperson for the House of Representatives, Abdullah Blihaq, Abdulnabi discussed with the Special Representative of the UN Secretary-General for Libya, Hanna Tetteh, the latest developments in the Libyan crisis and UN efforts to support the political process. He emphasized the need for the UN to play a more effective role with the obstructing parties and to work towards creating the conditions for implementing the 4+4 Joint Military Commission agreement, which he reiterated his support for, considering its swift implementation an important step towards resolving the crisis. The meeting addressed the issue of institutional unification. The Speaker of the House of Representatives noted the ongoing efforts to unify sovereign and oversight institutions, as well as the judiciary. Ms. Titi emphasized the significant progress made by Libyan institutions recently, indicating that several issues are moving towards resolution and urging all Libyan parties to continue their cooperation to achieve stability.
Regarding migration, Mr. Abdelnabi stressed that Libya bears an increasing burden as a transit country, calling for coordinated international efforts and the development of economic solutions that promote stability in countries of origin and curb migration flows.
The Speaker also discussed with Mr. Medhat Al-Ghadamsi, Executive Director of the Roya Foundation for Digital Development, the draft law establishing the National Authority for Science and Technology, and the ongoing consultations between the Foundation and the parliamentary committee tasked by Resolution No. (115) of 2025 with reviewing legislation related to communications and the digital space.
The meeting also explored the possibility of the Foundation providing technical advice on digital governance and regulation, and establishing the necessary oversight frameworks. The meeting, which was attended by the head of the committee, Ms. Asma Al-Khouja, focused on reviewing the legislative framework governing this sector.
Regarding infrastructure, Abdulnabi discussed with officials from the Great Man-Made River Project Authority the difficulties facing the Sarir-Sirt-Tazerbo-Benghazi and Sarir-Sirt-Saddada systems, primarily the financial crisis, resource shortages, and water security challenges, in addition to the logistical needs of the Authority's sites.
Representatives of the Authority called for intervention to compel public entities in arrears to pay their outstanding dues, given the strain these unpaid obligations place on the Authority's resources and its ability to operate the systems.
