Dbeibah and Boulos Discuss Institutional Unification and Implementation of the 4+4 Agreement.

Tripoli 4 November 2026 (Lana) U.S. Senior Advisor for Arab and African Affairs Massad Boulos, underscored the United States’ commitment to supporting Libyan-led efforts to establish a unified executive authority and implement the UNSMIL-mediated Smaller Convening 4+4 agreement as a path toward national elections.

Boulos said in a tweet today that he held a discussion with the Prime Minister, Abdul-Hamid Dbeibah, on recent progress toward unifying Libyan institutions and the next steps needed to advance Libya’s reunification initiative.

The two sides welcomed UN Security Council Resolution 2835, which renews the Council’s strong support for UNSMIL and strengthens measures to hold accountable those obstructing Libya’s political transition.

“These are clear signs that the United States and our international partners are serious about helping Libyans achieve unity, stability, and lasting peace. For those who decide to obstruct or undermine Libya’s political transition, there will be consequences for their actions, including being placed on sanctions lists, as well as bearing responsibility for depriving an entire generation of opportunities for stability and prosperity in pursuit of their narrow personal interests,” Boulos stated.

“I expressed concern about recent developments at the Central Bank of Libya and discussed the need to safeguard the independence and technocratic integrity of Libya’s economic institutions,” he said.

“We also discussed the need to strengthen implementation of the unified budget agreement to protect Libya’s financial stability and the purchasing power of the Libyan people,” he added.
