Tripoli, November 3, 2026 (LANA) – The committee tasked with establishing an International Arbitration Centre in Libya discussed, during its second founding meeting, the legislative, procedural and organizational steps required to establish the centre, in implementation of Prime Ministerial Decision No. (410) of 2026.
During its meeting, held yesterday, Monday, at the Prime Minister's Office in Tripoli, the committee reviewed the provisions of the decision and the initial framework for establishing the centre, as well as mechanisms for completing its establishment procedures and developing its organizational structure. It also adopted a number of recommendations and signed the minutes of its first meeting.
The recommendations included reviewing the centre's statute and examining the experiences of leading international arbitration centres, including their operational mechanisms, organizational structures and working models, in preparation for selecting the most suitable model for implementation in Libya and benefiting from successful international expertise and best practices in this field.
The committee is chaired by Professor Dr. Muftah Ali Al-Tayeh, with Dr. Amira Al-Jilani Al-Sakiki serving as Secretary, and Rabie Youssef Milad as Rapporteur. Its membership includes representatives from the National Oil Corporation, the Ministries of Finance, Justice, and Economy and Trade, the Libyan Investment Authority, the Cases Department, the Inspection and Follow-up Department at the Prime Minister's Office, and the Legal Department of the Council of Ministers.
Efforts to establish the centre come within the framework of developing Libya's dispute resolution system and enhancing the efficiency of the country's legal environment for investment. This will be achieved through reliance on national legislation and the adoption of international commercial arbitration standards, thereby strengthening confidence in economic and commercial activities and enhancing Libya's attractiveness to both domestic and foreign investment.
