Tripoli, November 2, 2026 (LANA) – The Ministry of Finance of the Government of National Unity published, this Monday, a draft law for a unified salary system. The document includes the provisions governing salaries and allowances, as well as the proposed pay scales for various job grades and categories within the state. This release aims to clarify information and salary tables that had been circulating—inaccurately—on certain social media pages and television channels.

The Ministry stated that the publication of this draft is intended to uphold the principles of disclosure and transparency, ensuring the public is informed about the actual proposal—including the legal provisions, pay scales, and an explanatory memorandum detailing the draft’s terms.

According to the proposed salary scale, the base salary for the first job grade ranges from 1,000 to 1,200 Libyan dinars, while the scale for the sixteenth grade ranges from 4,312 to 4,912 Libyan dinars.

The draft also establishes "specialization allowances" based on the nature of the work and job responsibilities. A 70% allowance is allocated for members of oversight bodies, investigators, and inspectors. A 50% allowance is designated for university faculty members, researchers at research centers and higher institutes, as well as physicians, pharmacists, laboratory researchers, and technical and engineering staff in the oil and gas sector.

Furthermore, the proposal sets a 30% allowance for allied medical professionals, armed forces officers, financial controllers, tax inspectors, accountants, auditors, financial analysts, and planners. A 20% allowance is allocated for soldiers and enlisted personnel within the armed forces. The proposed allowances include a 25% increase for officers in security and police agencies, the Municipal Guard, and Customs, and a 15% increase for other personnel within these entities. Additionally, a 25% allowance is proposed for staff in technical roles within the aviation and maritime sectors.

The draft proposal sets a 25% allowance for specialized and professional positions requiring a university degree, and a 20% allowance for teachers and trainers—increasing to 25% for inspectors, supervisors, and school principals. A 15% allowance is designated for administrative and service-related roles across various public institutions.

The proposal excludes non-permanent staff from this "distinction allowance," while leaving the determination of allowances for members of the judiciary to the Supreme Judicial Council.

The Ministry of Finance emphasized that presenting the proposal in its entirety aims to provide the public with clear information and to correct previously circulated data and tables that do not accurately reflect the actual project.
