Egypt rejects the Libyan House of Representatives' ratification of the maritime memorandum of understanding between Libya and Turkey

Pulbished on:

Cairo: October 21, 2026 (LANA) – Egypt has announced its categorical rejection of the Libyan House of Representatives’ ratification of the 2019 memorandum of understanding (MoU) between the State of Libya and the Republic of Turkey regarding the delimitation of maritime jurisdiction areas in the Mediterranean Sea.

A statement from the Egyptian Ministry of Foreign Affairs reaffirmed that the memorandum is null and void, carries no legal effect, and that its ratification by the Libyan House of Representatives creates no legal consequences for Egypt. Egypt explicitly rejects this ratification.

The statement added that the 2019 memorandum—signed between Fayez al-Sarraj and the Republic of Turkey—is null and void and lacks any legal standing. Furthermore, it violates the principles of international maritime law and the provisions of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) concerning the delimitation of the Exclusive Economic Zone (EEZ) and the continental shelf—provisions which are based on principles of justice and equity. The memorandum constitutes a clear infringement upon Egypt’s sovereign rights within its own Exclusive Economic Zone and continental shelf.

The statement noted that the Arab Republic of Egypt had previously expressed its firm objection to the aforementioned memorandum. Egypt reiterates its rejection of the MoU and any actions or measures taken by any party based upon it that conflict with Egypt’s declared maritime boundaries. Egypt reserves its right to protect its interests—as guaranteed under international law—and to counter any attempt to undermine them.
