House of Representatives Approves Maritime Memorandum of Understanding with Turkey and Repeals Decisions Rejecting It and Severing Relations

Benghazi, October 20, 2026 (LANA) – The House of Representatives voted unanimously on Tuesday to approve the Memorandum of Understanding signed between the Government of National Accord and the Government of the Republic of Türkiye concerning the delimitation of maritime jurisdiction areas in the Mediterranean Sea.

The official spokesperson for the House of Representatives, Abdullah Bliheg, said that the House unanimously voted to approve the memorandum. It also approved the repeal of Decision No. (1) of 2020, concerning the rejection of ratification of the two memoranda of understanding concluded between the Government of National Accord and the Turkish government, and Decision No. (6) of 2020, concerning the severing of political relations with the Republic of Türkiye.

The maritime memorandum concerns the delimitation of maritime jurisdiction areas between Libya and Türkiye in the Mediterranean Sea, including the boundaries of the continental shelf and the exclusive economic zone, in accordance with specific geographical coordinates set out in the agreement and its annexes.

The memorandum was signed in Istanbul on November 27, 2019, by Turkish Foreign Minister Mevlüt Çavuşoğlu and Mohamed Taher Siala, the Foreign Minister of the Government of National Accord. It was registered with the United Nations on December 11 of the same year.

The memorandum provides for the delimitation of the continental shelf and exclusive economic zone between the two countries in the Mediterranean Sea, based on specific geographical coordinates and accompanying technical annexes. It also includes mechanisms for resolving disputes through diplomatic channels and allows for agreements on the joint exploitation of certain natural resources.

It is worth noting that in 2020, the House of Representatives rejected ratification of the two memoranda of understanding signed between the Government of National Accord and Türkiye and adopted a decision to sever political relations with Ankara. Today, however, it voted unanimously to repeal both decisions and approve the maritime memorandum.
