The House of Representatives and the High Council of State discuss unifying the salary scale for state employees

Pulbished on:

Tripoli, October 18, 2026 (LANA) – A joint consultative meeting was held today, Sunday, at the headquarters of the High Council of State (HCS) in Tripoli. The meeting brought together the HCS’s Finance and Economic Committees and the Finance Committee of the House of Representatives to discuss a proposal for unifying the salary scale for Libyan state employees.

The meeting was attended by the President of the High Council of State, Mohamed Takala, the First Deputy President, Naji Mukhtar, and the Second Deputy President, Omar Bou-Shah.

In his remarks, Takala emphasized the importance of establishing a unified salary scale based on fair principles and clear, objective criteria. He noted that such a scale should account for academic qualifications, practical experience, and the nature of job responsibilities. The goal is to ensure equity among employees across various state sectors and improve their living conditions, while remaining mindful of the state’s financial capacity and the requirements for economic stability.

The meeting also included representatives from the Administrative Control Authority and the Ministry of Finance, alongside various officials, advisors, academic faculty members, and economic experts. Participants discussed ways to reform the salary system and address disparities between public sectors, guided by fair and transparent standards that ensure equal opportunity and protect the acquired rights of employees. The discussions also addressed the need to adopt a comprehensive vision for unifying salary scales—one that goes beyond merely narrowing income disparities. This approach would account for job-related responsibilities and the requirements of social justice, while striking a balance between improving employees' purchasing power and ensuring financial sustainability. Such a framework would support the stability of state institutions and enhance the efficiency of public spending.

At the conclusion of the meeting, the participants agreed to form a joint committee comprising members from both the House of Representatives and the High Council of State. This committee will be tasked with developing and finalizing salary scale proposals based on the criteria discussed, with the aim of presenting them to the House of Representatives for the necessary approval.
