Tripoli – October 11, 2026 – (LANA) – The Head of the High Council of State (HCS), Mohamed Takala, sent a letter today, Sunday, to Hanna Tetteh, the Special Representative of the UN Secretary-General and Acting Head of the United Nations Support Mission in Libya (UNSMIL). Attached to the letter was a copy of the resolutions adopted by the Council during its 121st session, which met with a full quorum.
In a statement, the High Council of State explained that the letter outlined the Council's position regarding the "4+4" committee process, laws issued by the House of Representatives in violation of established procedures, and House of Representatives Resolution No. (7)—which concerns participation in the "4+4" committee’s mini-meeting on implementing the political roadmap—as well as the resolution to reconstitute the Board of the High National Elections Commission (HNEC).
