Head of the General Authority for Communications and Informatics holds series meetings with senior officials from the US (FCC)

Washington, October 10, 2026 (WAL) – Mr. Abdulbasit Al-Baour, Head of the General Authority for Communications and Informatics, held a series of meetings with senior officials from the US Federal Communications Commission (FCC) at the Commission’s headquarters in Washington, D.C. The meetings aimed to explore prospects for cooperation and to gain insight into the US experience regarding telecommunications market regulation and the development of regulatory frameworks.

The meetings—attended by the Authority’s Director of the General Department of Regulation and the Director of the Experts' Office—addressed several key topics related to telecom market regulation. These included the development of regulatory frameworks and policies, licensing, spectrum management, and the regulation of telecommunications infrastructure. Discussions also covered regulatory mechanisms designed to foster fair competition, encourage investment, empower the private sector, and create a market environment that stimulates innovation and the delivery of advanced telecommunications services to users.

Furthermore, the two sides discussed ways to develop regulatory frameworks that strike a balance between protecting user interests and ensuring market efficiency, while simultaneously creating a competitive environment attractive to private investment. They also addressed encouraging the entry and continued operation of qualified companies and operators, as well as incentivizing innovation and investment in infrastructure and digital services. Discussions also covered telecommunications network security, the protection of critical infrastructure and international undersea cables, and the regulation of satellite communications. Topics included coordination between satellite systems and licensing frameworks for space and ground stations, ensuring alignment with rapid developments in the telecommunications and modern technology sectors.

The two sides explored opportunities to leverage U.S. expertise and best practices to enhance Libya’s regulatory framework and the efficiency of its regulatory institutions. They also discussed knowledge exchange and national capacity building to foster a more efficient and competitive telecommunications market, strengthen the private sector's role in infrastructure development and service delivery, and enable the Libyan market to keep pace with technological shifts and capitalize on investment opportunities in modern technologies.

These meetings align with the Authority’s strategic direction to develop telecommunications market regulation in Libya based on clear, transparent principles. The initiative aims to boost competition and investment, expand the private sector's role, and draw upon international experiences and advanced regulatory practices to modernize the sector's framework and create a stable environment conducive to investment and innovation.

Furthermore, the meetings underscore the importance of institutional cooperation and the exchange of knowledge and expertise in developing the telecommunications sector. They highlight the need to build national capabilities capable of keeping pace with rapid transformations in the telecommunications and digital technology industries, thereby enhancing Libya's readiness for future technologies and supporting the creation of an advanced, sustainable telecommunications market.
