Libya and the US Sign Strategic Cooperation Framework

Tripoli, October 8, 2026 (LANA) – Libya and the United States have signed a strategic cooperation framework covering telecommunications, informatics, and technology. The signing took place in Washington, D.C., marking a step toward expanding bilateral cooperation and strengthening partnerships within the digital and technological sectors.

The Ministry of Telecommunications and Informatics announced on its official page that the framework was signed last Monday by John Mills, the U.S. Deputy Assistant Secretary of State for Cyberspace and Digital Policy, and Abdulbasit Al-Baour, Head of the General Authority for Telecommunications and Informatics. This move reflects a commitment to advancing cooperation between the two nations in areas related to digital transformation and technology.

The Ministry explained that the cooperation framework encompasses digital infrastructure, artificial intelligence, data centers, cybersecurity, satellite communications, investment, and technology transfer, alongside fostering institutional cooperation and coordination in relevant international forums.

It further noted that the framework offers opportunities to develop international connectivity infrastructure and leverage Libya’s geographic location to support digital communication routes between Europe and Africa, potentially attracting investment and driving project development in the telecommunications and technology sectors. It was noted that the signing of this framework aligns with the Government of National Unity’s—led by Prime Minister Abdulhamid Dbeibah—drive to expand international partnerships, support investment in the technology sectors, and strengthen Libya’s presence in the digital economy.

This approach also aligns with the National Telecommunications and Informatics Strategy (2023–2027), which aims to develop digital infrastructure, enhance the efficiency of the telecommunications and informatics sector, and bolster Libya’s role within the regional and international telecommunications and technology landscape.
