The House of Representatives approves the parliamentary term for the Bureau of the Presidency by a majority of 98 votes

Benghazi, October 5, 2026 (LANA) – During its session held today, Monday, at its headquarters in Benghazi, the House of Representatives voted—by a majority of 98 votes—to adopt a parliamentary term system for the House’s Presidium.

House Spokesperson Abdullah Blihaq stated that the session was chaired by the Second Deputy Speaker, Misbah Douma, and attended by 102 MPs. The session focused on approving a parliamentary term system, following a request submitted by a number of lawmakers.

He explained that the request entails adopting a parliamentary term system for the House Presidium, whereby the tenure lasts for 12 months from the date of election and expires automatically upon the conclusion of this period; the subsequent parliamentary term begins with the election of a new Presidium.

He added that the next parliamentary term commences immediately upon the approval of this amendment, with the election of the new Presidium to take place within seven days of that date.

According to the spokesperson, failure to hold a session to elect or renew the Presidium on schedule does not result in any extension or continuation of the outgoing Presidium's tenure, nor does it create any additional term.

The request also stipulates that the outgoing Presidium is prohibited from obstructing or postponing the convening of the House, delaying the election of the new Presidium, or taking any action intended to extend its own tenure.

Blihaq further clarified that should the outgoing Presidium refuse to call for the election of the new Presidium, the House of Representatives shall convene by operation of law—without the need for a formal summons—provided the required quorum is met. He added that, in this instance, the session is chaired by the oldest member, with the youngest member serving as rapporteur, and continues until the election of the new Bureau of the Presidency is concluded.

The official spokesman confirmed that the House of Representatives, following deliberation and debate, voted to adopt the parliamentary session by a majority of 98 votes.
