Ben Ghalbon directs government-affiliated entities not to extend employees' tenure except in accordance with legal regulations.

Tripoli, September 23, 2026 (LANA) – The Minister of State for Prime Ministerial and Cabinet Affairs, Mohamed Ben Ghalbon, has issued a circular to government entities requiring strict adherence to legislation and regulations governing the civil service when extending employees' terms of service.

Ben Ghalbon instructed ministers and the heads and directors of entities, bodies, institutions, departments, agencies, and centers affiliated with the Cabinet not to extend the tenure of any employee except in accordance with applicable legal provisions and regulations, and after obtaining the necessary approvals from competent authorities. He also directed them to identify employees whose service terms are expiring or who are reaching the statutory retirement age in the near future and to prepare comprehensive data regarding them.

He further required that requests for service extensions be submitted to the Cabinet well in advance of the service expiration date, accompanied by justifications for the extension and an assessment of the employing entity's need for the employee's services. Any extension—where permitted by law—must be based on the actual operational needs of the public entity.

The directive emphasized that the requesting entities bear full responsibility for the accuracy of the submitted data and justifications. It also stipulated that employees must not continue working after their service term ends unless a valid legal decision has been issued, and required that the competent authority be provided with lists and details of the actions taken regarding the affected employees.
