Discussion on Developing an Integrated National Cybersecurity Plan

Tripoli – September 20, 2026 (LANA) – A broad meeting was held today, Sunday, chaired by the Minister of State for the Affairs of the Prime Minister and the Council of Ministers, Mohammed bin Ghalboun, to follow up on the cybersecurity file. The meeting was attended by the Head of the General Authority for Cybersecurity and Digital Sovereignty, Fawzi Abdelali; the Head of the General Information Authority, Abdelbasit Al-Baour; the Head of the National Authority for Information Security and Safety, Salah Al-Tabini; and the Director General of the Information Center at the General Authority for Communications and Informatics, Jawdat Al-Khaddar.

The meeting discussed the development of an integrated national cybersecurity plan and the mechanisms for implementing the national policies adopted in this field, with the aim of coordinating efforts and integrating the roles and responsibilities of the relevant authorities, according to the “Hukumatna” platform.

The meeting also focused on preparing cybersecurity emergency plans, strengthening early-warning systems, enhancing information sharing, and raising the level of preparedness and speed of response to cyber incidents and attacks. It also addressed the development of recovery procedures and ensuring the continuity of critical digital services and systems.

The participants emphasized the importance of adopting a joint national mechanism to monitor the implementation of the plan and policies, measure levels of compliance and preparedness, and conduct regular tests and exercises. These measures are intended to strengthen the security of the country’s digital infrastructure and protect national data and systems from cybersecurity risks and threats.
