Al-Dbeibah Calls for Adoption of a Unified and Clear Mechanism to Manage the Medicine File

Tripoli, September 15, 2026 (LANA) — Prime Minister of the Government of National Unity Abdul Hamid Al-Dbeibah called for the adoption of a unified and clear mechanism for managing the medicine file, beginning with identifying actual needs and ending with medicines reaching patients.

This came during an expanded meeting held today, Tuesday, attended by Minister of State for Prime Minister and Cabinet Affairs Mohammed bin Ghalboun, Minister of Health Mohammed Al-Ghaj, and heads of agencies and bodies affiliated with the ministry. The meeting focused on following up on the system for providing medicines and medical supplies, as well as mechanisms for determining the pharmaceutical needs of healthcare institutions.

Al-Dbeibah stressed the need for strict monitoring of the stages of procurement, inspection, distribution, and dispensing, while ensuring the continuous availability of medicines for chronic and rare diseases and addressing any bottlenecks that could affect their delivery to those who need them.

He also stressed the importance of strengthening coordination between the Ministry of Health and its affiliated agencies and bodies, and linking data related to needs, consumption, and stock levels. This, he said, would ensure accurate assessment of requirements, a rapid response, and improved efficiency in the management and distribution of medicines across different regions.

The Minister of Health presented an overview of mechanisms for determining pharmaceutical needs and providing medicines for rare and chronic diseases, in addition to procurement, distribution, and dispensing procedures. He explained the mechanisms used to estimate the required quantities based on healthcare facility data and consumption rates, which would enhance the efficiency of medicine provision and ensure that medicines reach patients.

The meeting also discussed the establishment of a unified national registry for rare diseases and the updating of patient data, as well as organizing specialized procurement and linking hospitals with referral centers. It also addressed support for genetic and molecular diagnostic services to ensure that high-cost medicines are dispensed to patients who medically meet the eligibility criteria.

The meeting reviewed the stages of pharmaceutical procurement, beginning with identifying needs and obtaining financial approval, followed by contracting, purchasing, shipping, and laboratory testing, and ultimately distribution and logistical support. It also addressed organizing the distribution pathway for medicines from the Medical Supply Organization to healthcare facilities, as well as the mechanism for dispensing medicines from healthcare facilities to patients.
