The Arab League approves Libya's proposal to rotate the chairmanship of the League's standing committees

Cairo – September 13, 2026 (LANA) – The Council of the League of Arab States issued several decisions regarding the appointment of Libyan candidates to positions within the League. These decisions followed the participation of the Libyan delegation—led by Taher Al-Baour, who is charged with managing the affairs of the Ministry of Foreign Affairs and International Cooperation—in the 166th ordinary session of the Council at the ministerial level, held from September 5 to 7, 2026.

According to the Ministry of Foreign Affairs and International Cooperation of the Government of National Unity, Tamim Baiou was appointed as the head of one of the Arab League’s overseas offices, and Adnan Muftah Al-Kish was appointed as a judge at the Arab Administrative Court for a three-year term.

The Council also issued decisions supporting Libyan candidates for various international positions under the agenda item "Arab nominations for posts within the United Nations, its specialized agencies, and other international organizations." These decisions included support for the following Libyan candidates: Hatem Mohamed Khelif, for membership in the UN Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families (2028–2031); Majdi Al-Sharef Al-Shabani, for membership in the UN Committee on the Rights of Persons with Disabilities (2029–2032); and Ali Ayad Karir, for the position of Chair of the International Civil Service Commission (2027–2030).

Furthermore, the Council approved a proposal by Libya to amend Paragraph (1) of Article 5 of the Rules of Procedure for Permanent Technical Committees. The amendment establishes the principle of rotation for the chairmanship of the Arab League’s permanent committees, thereby enabling Libya to chair these committees on a periodic and equitable basis.
