Al-Menfi, during a meeting with Libyan leaders, emphasizes the need to put an end to transitional phases

Tripoli, September 9, 2026 (LANA) – The Head of the Presidential Council, Mohamed Al-Menfi, met today, Wednesday, at the Council’s headquarters in Tripoli, with a delegation comprising notables, elders, elites, civil society representatives, and leaders from Libya’s eastern, western, and southern regions.

According to the Council Head’s media office, the meeting addressed the latest political, economic, and security developments in the country. Discussions also focused on ways to advance the political process, bring an end to transitional phases, and create the necessary conditions for transitioning to a stage of lasting stability through comprehensive presidential and parliamentary elections—in which all Libyans participate without exclusion or exception, under a unified civil authority.

During the meeting, Al-Menfi emphasized that the Presidential Council’s position is rooted in a firm conviction regarding the necessity of ending transitional phases and preventing them from becoming a permanent political track. He expressed the Council's readiness to support any serious and realistic settlement that would shorten the lifespan of transitional institutions, leading to elections that renew political legitimacy and establish a stable phase. He reiterated his rejection of any arrangements that would prolong the transitional period or perpetuate political and institutional division.

The Head of the Council affirmed that overcoming the current crisis requires steadfast national will, responsible political consensus, and a path leading to unified, legitimate institutions grounded in the will of the Libyan people. The delegation affirmed its categorical rejection of any political understandings or arrangements lacking constitutional and legal grounding, or those that might marginalize any party within the national landscape. It emphasized that the future of the political process must remain contingent upon the will of the Libyan people and that resolution pathways must be based on genuine national ownership—free from external interference or dictates that undermine the state's sovereign decision-making—according to the Media Office.

The delegation expressed its full support for the Presidential Council’s efforts to combat corruption in all its forms, as well as its endeavors to advance a comprehensive political settlement. Such a settlement aims to break the current deadlock, conclude the transitional phases, and pave the way for presidential and parliamentary elections based on a clear constitutional and legal framework that ensures equal opportunities and the participation of all Libyans in determining their country's future.

The meeting also reviewed the living conditions of citizens amidst mounting economic pressures, rising prices, and the deterioration of certain basic services—including frequent power outages and fuel shortages. These challenges underscore the urgent need for measures to address living conditions and alleviate the burdens facing the public.
