New York, September 9, 2026 (LANA) – Members of the UN Security Council welcomed the signing by Libyan parties on August 30 of the "mini-meeting" framework agreement—facilitated by the United Nations Support Mission in Libya (UNSMIL)—regarding the reconstitution of the High National Elections Commission (HNEC) board and the amendment of the electoral framework to hold presidential and legislative elections within two years. In a press statement on Libya, Council members reiterated their full support for UNSMIL and for the Special Representative of the Secretary-General and Head of Mission, Hanna Tetteh, including support for the political roadmap announced by the Mission on August 21, 2025. In the statement—published by the UN Mission today, Wednesday—Council members commended the Libyan parties for their positive engagement, emphasized the importance of all relevant Libyan parties supporting this agreement, and called for efforts toward its realization and implementation. The Council members urged all relevant Libyan parties to participate fully, seriously, and without delay in the Special Representative’s efforts—including making progress on the political roadmap—and affirmed their support for the continued engagement of UNSMIL and the Special Representative with relevant Libyan parties in an inclusive political process.

Council members called for further steps to enhance the implementation of the unified spending framework for the current year, announced on April 11, 2026. They also stressed the importance of progress toward unifying all institutions, including military and security institutions and the unified executive authority.

Council members reaffirmed their strong commitment to the central role played by the United Nations in facilitating an inclusive, Libyan-led, and Libyan-owned political process, supported by the international community. The members of the Security Council reaffirmed their respect for Libya’s sovereignty, independence, territorial integrity, and national unity, as well as the need to refrain from external interference in its affairs. According to the UN mission, this agreement represents a significant step toward holding free, fair, transparent, and inclusive national elections and fostering the unification of Libyan institutions to meet the aspirations of the Libyan people.
