Administrative Control Authority stresses the importance of ensuring that pharmaceutical contracts and supplies comply with applicable legislation and legal regulations

Tripoli, September 6, 2026 (LANA) — A meeting held today between the Chairman of the Administrative Control Authority, Abdullah Qadrebouh, and the Chairman of the Medical Supply Organization’s Management Committee, Ibrahim Al-Sharif, focused on following up on contracting and supply procedures for medicines, medical supplies, and equipment, and assessing the soundness of their legal procedures.

The meeting, attended by officials from the Authority’s General Department for Contract Review and Project Implementation Follow-up, reviewed procedures related to the Health Sector’s General Tender No. (T1-2026) for the supply of medicines for blood diseases and hemophilia, psychiatric and neurological medicines, and multiple sclerosis medicines. It also reviewed Tender No. (T2-2026) for the supply of blood-bank reagents and supplies, in addition to the results and procedures of reviewing contracts related to the two tenders, as well as health-sector tenders in general and the measures taken regarding the regulatory observations raised by the Authority.

The meeting also examined whether the quantities and items included in the tenders correspond to actual needs, and verified the soundness of the procedures used to estimate requirements and ensure that the items conform to approved medical and technical specifications and standards. This is intended to prevent contracts from being awarded for items or quantities that are not based on an actual need.

Qadrebouh stressed the need to address the regulatory observations and fulfill the required conditions before completing the contracting procedures, while adhering to the regulations and legislation governing tenders, supply, and importation. He also called for tighter monitoring throughout the implementation stages of contracts and for verifying that contracting entities comply with the specified specifications, quantities, and deadlines, thereby ensuring the proper management of public funds.

The Chairman of the Authority further stressed the need to expedite procedures for providing medicines that are out of stock or whose inventories are nearing depletion, in accordance with actual needs, and to take the necessary measures to ensure a regular supply and prevent shortages that could affect the provision of medical treatment services.

He also emphasized the importance of adhering to the deadlines set for providing routine vaccinations and school vaccinations, and verifying that they reach the beneficiary health facilities within the prescribed timeframes, in accordance with approved programs and requirements, thereby ensuring the continuity of immunization programs.
