The Foreign Ministry of the Government of National Unity is discussing with the Shanghai Cooperation Organisation the path to Libya's accession to the organization as a dialogue partner.

Tripoli – September 2, 2026 (LANA) – The Ministry of Foreign Affairs and International Cooperation of the Government of National Unity discussed on Wednesday with the Secretariat of the Shanghai Cooperation Organisation (SCO) the process of Libya's accession to the organization as a "dialogue partner," and mechanisms for strengthening joint cooperation in several fields.

This came during a virtual meeting between the Director of the Asia and Australia Department at the Ministry, Al-Hassan Mohammed Rabha, and the Deputy Secretary-General of the SCO, Ahmed Saeed Muradzadeh, with the participation of several department directors from the organization, the Chargé d'Affaires of the Libyan Embassy in the People's Republic of China, Abubakr Bin Saud, and a number of staff members from the Asia and Australia Department.

The Director of the Asia and Australia Department conveyed the greetings of the Acting Minister of Foreign Affairs and International Cooperation, Al-Taher Salem Al-Baour, to the Secretary-General of the SCO, Nurlan Yermekbayev, and presented Libya's vision regarding the accession process and the strategic areas of cooperation in which it seeks to work with the organization.

The Libyan side also inquired about the latest developments regarding the memorandum of accession submitted by the Ministry of Foreign Affairs and International Cooperation concerning Libya's request to join the organization as a "dialogue partner."

The Deputy Secretary-General explained that the SCO Secretariat had received Libya's application and circulated it to member states. He noted that the recent SCO summit had approved a move to merge the statuses of "observer" and "dialogue partner" into a single institutional designation: "SCO Partner."

He added that the regulations pertaining to the new designation are still being drafted, coinciding with the Islamic Republic of Pakistan assuming the SCO presidency for the current term.

Both sides emphasized the importance of continued coordination and communication regarding the accession process. The Deputy Secretary-General recommended direct communication with the current SCO presidency to garner support for Libya's application.

Both sides agreed to continue coordination and explore the possibility of organizing joint activities and initiatives to enhance cooperation between Libya and the SCO in various fields.
