Al-Mnifi: National Consensus Must End the Transitional Phase

Tripoli, August 27, 2026 (LANA) – Presidential Council Head Mohammed al-Mnifi affirmed that Libya needs a national consensus to end the transitional phase, preserve state institutions, and lead to simultaneous presidential and parliamentary elections without exclusion. He warned that entrenching the status quo at the expense of the rule of law and institutions will return the country to square one of the crisis.

In a tweet posted on his account Wednesday evening, Al-Mnifi stated that it is unacceptable to make Libyan documents and understandings related to the country's future available to certain international parties before presenting them transparently to the Libyan people, their official institutions, and their national forces. He stressed the necessity for the United Nations Support Mission in Libya (UNSMIL) to remain a facilitator of a process owned by the Libyan parties, and for its actions to be beyond reproach in terms of the process's impartiality and transparency.

The head of the Presidential Council explained that the success of any agreement remains contingent upon the clarity of its foundation and mandate, respect for constitutional frameworks, and its legal viability, implementation, and sustainability. He pointed out that any arrangements for sovereign institutions, including the High National Elections Commission, must not be based on a fait accompli or ambiguous mandates that cannot stand up to the law.

On the economic front, Al-Mnifi emphasized that protecting public funds and halting the depletion of resources are a priority that cannot be postponed, given the escalating financial pressures and the widening gap between resources and expenditures, culminating in the request for the Governor of the Central Bank of Libya to resign.

He stressed the right of Libyans to express themselves, demonstrate peacefully, and exert responsible popular pressure in defense of their resources and in protest against their deteriorating economic conditions, and to uphold their right to choose their rulers, stressing that transparency in the process, discipline in managing public funds, and resorting to the Libyans through elections are the way to end the transitional phase, not to recycle it.
