Libyan-UN talks to address fuel subsidy and drug supply challenges

Tripoli, August 26, 2026 (LANA) – A delegation from the joint committee of the Audit Bureau and the National Anti-Corruption Commission met with representatives of the United Nations and its partners in Libya to discuss immediate measures and long-term reforms to address the challenges facing the fuel subsidy and pharmaceutical supply systems in the country.

The meeting, which included the Deputy Special Representative of the Secretary-General and Humanitarian Coordinator for Libya, along with representatives from the United Nations Development Programme (UNDP), the United Nations Office on Drugs and Crime (UNODC), the United Nations Support Mission in Libya (UNSMIL), and the World Health Organization (WHO), addressed the impact of the fuel subsidy system on public finances and the opportunities it presents for diversion and smuggling.

Participants emphasized the need to strengthen oversight and transparency to protect public resources and ensure that citizens throughout the country benefit from public spending, as well as to hold those who exploit the system accountable.

The meeting also discussed the challenges related to pharmaceutical supplies, primarily fragmented planning, weak adherence to procurement principles, and a lack of oversight, all of which affect resource management and the ability of patients to access the medications they need.

The participants stressed the importance of improving coordination among institutions, adopting planning based on actual health needs, expanding the use of digital tracking tools, and strengthening oversight to ensure that safe and quality medicines reach patients through public spending.

They emphasized that effective reform requires greater cohesion and coordination among Libyan institutions, noting that the joint recommendations provide practical pathways for moving from analysis to implementation. The United Nations, in coordination with its international partners, expressed its readiness to enhance political and technical support for these efforts.
