High Council of State: Oil Facilities and Vital Infrastructure Are a Red Line

Tripoli, August 11, 2026 (LANA) – The High Council of State condemned the attacks and acts of sabotage targeting the Zawiya Refinery, oil facilities, and vital infrastructure, warning that such acts threaten lives and public and private property and undermine energy security, the national economy, and the resources of the Libyan people.

In a statement issued today, Tuesday, the Council affirmed that oil facilities and vital infrastructure are a red line, stressing that tampering with them or exposing them to danger constitutes a crime against state security and the interests of the entire Libyan people. It said that such facilities must under no circumstances become a hostage to conflicts or political disputes.

The Council held the Ministries of Interior and Defense, as well as the relevant security and military agencies, responsible for immediately carrying out their duties to establish security, secure the city of Zawiya, its refinery and vital facilities, protect lives and public and private property, and prevent the recurrence of such attacks.

The Council called for an urgent and transparent investigation to identify those responsible for these acts and those behind them, prosecute them, and refer them to the judiciary without exception or immunity.

The Council’s statement stressed that protecting the resources of the Libyan people is the responsibility of the state and all its institutions, warning that continued attacks on oil facilities threaten the livelihoods, security, and stability of Libyans and require a firm national position that allows no room for complacency or delay.
