Al-Aqouri: Justice and the Rule of Law Are the Cornerstone of State-Building

Benghazi, July 28, 2026 (LANA) – Chairman of the Foreign Affairs and International Cooperation Committee of the House of Representatives, Youssef Al-Aqouri, affirmed that entrenching justice and strengthening the rule of law constitute the fundamental cornerstone of state-building and the achievement of security and stability.

In a speech delivered during the opening of the First International Conference on Justice and Reform in Benghazi on Tuesday, Al-Aqouri stressed that developing the justice and correctional system is a national responsibility that requires the concerted efforts of various national institutions, as well as enhanced cooperation with regional and international partners.

Al-Aqouri explained that the modern concept of correctional and rehabilitation institutions is no longer limited to the enforcement of penalties but is instead centered on rehabilitating inmates, preserving their dignity, and preparing them for positive reintegration into society, thereby helping to reduce recidivism and strengthen community security.

He also praised the growing attention being given to the prison, reform, and rehabilitation sector through support for the work of the National Committee for Monitoring the Conditions of Prisons and Prisoners, oversight of inmates' conditions, implementation of release orders and judicial rulings, and efforts to improve detention conditions in accordance with the law, in a manner that reinforces the principles of justice and safeguards human rights.

The Chairman of the House of Representatives' Foreign Affairs and International Cooperation Committee also underscored the importance of continuing to develop legislation, train personnel, strengthen judicial oversight, expand reintegration programs, and benefit from international best practices and expertise in the fields of justice and correctional reform.

Al-Aqouri renewed the committee's commitment to supporting and expanding cooperation with brotherly and friendly countries, as well as regional and international organizations, in a manner that contributes to the exchange of expertise, the development of national policies, and the strengthening of partnerships that serve security, stability, and sustainable development.

The First International Conference on Justice and Reform opened in Benghazi on Tuesday. Organized by the National Committee for Monitoring the Conditions of Prisons and Prisoners, the conference is attended by representatives from 30 Arab and foreign countries, along with experts, academics, legal professionals, representatives of national, regional, and international institutions, and a number of members of the House of Representatives.
