The Libyan political parties conference recommends elections and the unification of state institutions.

Sirte, July 23, 2026 (LANA) – The first conference of Libyan political parties concluded today in Sirte, after two days of meetings and discussions under the theme “Political Parties’ Visions for Addressing the Libyan Crisis.” The conference was attended by a number of heads of federations and blocs, as well as representatives of political parties from across Libya.

The closing session was attended by the head of the conference’s preparatory committee, Mohammed Jibril Al-Arfi, along with heads of party federations and blocs, and a number of media and press representatives. The session reviewed the participants’ key visions and proposals regarding developments in the political landscape and ways to overcome the current impasse.

Over the course of the two days, the conference discussed several topics related to the role of political parties in the coming phase, mechanisms for enhancing their participation in the political process, the challenges facing the country, and ways to support stability and unify state institutions.

The conference issued a final statement containing a set of resolutions and recommendations. In it, the participating parties expressed their concern over the continued political and institutional division and its repercussions, which have impacted the unity and sovereignty of the state. They called for the adoption of national solutions that prioritize Libya's interests above narrow considerations.

The statement emphasized the importance of empowering political parties to play their role in public life and enhancing their participation in general elections based on clear political programs. It also stressed the need to provide the necessary legal guarantees to ensure their effectiveness, thereby contributing to overcoming quotas and regional and tribal arrangements.

The parties called for holding free and fair presidential and parliamentary elections within a defined timeframe, considering them the essential path to restoring the legitimacy of institutions and ending the transitional phases. They also recommended convening a constituent assembly if immediate political solutions fail, with the aim of defining the state's identity, its political and economic system, and drafting a permanent constitution to be submitted to the people for a referendum.

The recommendations also included calls to activate legislation that prohibits parties from receiving foreign funding, combat corruption and money laundering, recover stolen funds, and develop electoral laws to enhance the participation of all segments of society.

On the organizational front, the conference decided to form a national bloc of participating parties and establish a high-level committee to oversee the implementation of its outcomes. This committee will have subcommittees to liaise with local and international stakeholders, as well as another committee to review the political parties law.

The parties announced their support for the initiative to hold the Libya Peace Conference, "Return to the People," in Sirte, considering it a unifying framework for national components that contributes to unifying national decision-making and strengthening sovereignty.

In closing, the participants expressed their gratitude to the people of Sirte, its administrative, security, and military institutions, and the organizing and media committees that contributed to the success of the conference.
