Al-Ghawil and the head of the Turkish Competition Authority agree to activate cooperation and develop the competition system

Ankara, July 22, 2026 (LANA) – The Chairman of the Libyan Competition and Anti-Monopoly Council, Salama Al-Ghawil, and the Chairman of the Turkish Competition Authority agreed on an implementation program to activate the cooperation agreement signed between the two sides. This program aims to enhance the exchange of expertise and develop technical capabilities in the areas of competition law enforcement, anti-monopoly measures, and market protection.

This agreement was reached during an official meeting held in the Turkish capital, Ankara, as part of Al-Ghawil's official visit to Turkey. The two sides discussed mechanisms for joint cooperation and the development of institutional work in accordance with best international practices.

The agreement includes the implementation of specialized training programs to build the capacity of Libyan Competition and Anti-Monopoly Council staff, as well as the exchange of expertise in investigating anti-competitive practices and monitoring mergers, acquisitions, and economic concentrations.

The two parties also agreed to form a joint technical working group to conduct a comparative study of competition laws and regulations in Libya and Turkey. The goal is to benefit from the Turkish experience in developing the legislative and institutional framework and enhancing the efficiency of competition law implementation.

Both sides emphasized the importance of strengthening communication with the business community, particularly Turkish companies operating in Libya, to raise awareness of the provisions of the Competition Law and encourage adherence to the principles of fair competition, while curbing monopolistic practices and agreements that restrict competition.

They stressed the necessity for companies undertaking mergers, acquisitions, or any form of economic concentration within the Libyan market to comply with established legal procedures, primarily prior notification and obtaining the necessary approvals from the Competition and Anti-Monopoly Council, in accordance with applicable legislation.

This cooperation is part of the Competition and Anti-Monopoly Council's efforts to expand its international partnerships and benefit from successful experiences, thereby contributing to enhancing the Council's performance, promoting transparency, protecting consumers, and supporting an investment environment based on competition and equal opportunities.
