MP Abdul Qader Yahya Highlights Libya's Electricity Sector Challenges Before the Pan-African Parliament

Tripoli, July 22, 2026 (LANA) – Member of the House of Representatives Abdul Qader Hassan Yahya, a member of the Committee on Transport, Communications, Science and Technology, Energy and Industry of the Pan-African Parliament, participated in the committee's meetings held as part of the Seventh Legislative Session and the First Ordinary Sitting of the Pan-African Parliament at its headquarters in Midrand, Republic of South Africa.

According to a press statement by the official spokesperson for the House of Representatives, Abdullah Blihaq, MP Abdul Qader Hassan Yahya stressed during his interventions the importance of discussing all issues within the committee's mandate in a balanced manner rather than focusing on specific topics alone. He also reviewed the current situation in Libya and the challenges facing the country's electricity sector during discussions on regional energy crises and ways to support energy stability across the African continent.

Chaired by Vice-Chairperson Haji Mbow, the committee discussed a number of technical and strategic issues. It also received a briefing from the Executive Director of the African Energy Commission (AFREC), Rashid Ali Abdullah, who outlined the commission's mandate, the current state of Africa's energy sector, and its programs supporting the energy transition, improving efficiency, building capacity, and developing smart grid technologies. He also highlighted AFREC's role in collecting and documenting data related to Sustainable Development Goal 7, which aims to ensure access to affordable, reliable, sustainable, and modern energy for all.

The committee also heard a presentation by the Acting Executive Secretary of the African Commission on Nuclear Energy (AFCONE), Dr. Collins Omondi, who reviewed the commission's activities, the history of the African Nuclear-Weapon-Free Zone, the stages of the Pelindaba Treaty, and the commission's role in preventing nuclear proliferation and promoting the peaceful uses of nuclear science and technology. He also highlighted applications of nuclear energy in healthcare, food security, water resource management, industry, and capacity-building programs implemented in cooperation with the European Union.

The presentation concluded with recommendations calling for enhanced cooperation between the Pan-African Parliament and the African Commission on Nuclear Energy through a draft memorandum of understanding, which received the committee members' approval for further consideration and alignment with the Pan-African Parliament's strategy.

The meetings also addressed linking the agenda items to the African Union's 2026 theme: "Ensuring Sustainable Water Availability and Safe Sanitation Systems to Achieve the Goals of Agenda 2063."

The meetings of the permanent committees and the First Ordinary Sitting of the Pan-African Parliament's Seventh Legislative Session are being held in Midrand, Republic of South Africa, from July 17 to August 1, 2026.
