The High Council of State discusses the role of institutions in supporting national entitlement and promoting political consensus

Tripoli, July 21, 2026 (LANA) – The High Council of State organized a dialogue seminar in Tripoli on Monday, entitled: “The Role of the High Council of State in the National Process: Strengthening the Political Path and Supporting Consensus.” The seminar was attended by the Council’s President, Dr. Mohamed Takala, First Deputy, Engineer Hassan Habib, Second Deputy, Musa Faraj, and members of the Council, as well as Presidential Council member Abdullah Al-Lafi, a number of ambassadors and representatives of diplomatic missions accredited to Libya, representatives of political parties, undersecretaries of ministries in the Government of National Unity, directors of departments within the Council, and a number of experts, academics, and those interested in public affairs.

During his opening remarks, the President of the High Council of State emphasized that the national process represents a pivotal moment in the path of building the Libyan state. He stressed the need for national consensus, respect for the constitutional and legal framework, and enhanced integration among national institutions, all aimed at achieving the Libyan people’s aspirations for stability and the establishment of a state governed by the rule of law and strong institutions.

Takala explained that organizing this symposium falls within the Council's responsibilities and mandate to support the political process. He emphasized that the success of any national process hinges on partnership among state institutions, adherence to legitimacy, and the adoption of dialogue and consensus as means to address national issues, steering clear of division and exclusion.

The symposium discussed five main themes presented by several experts. These themes addressed the role of the High Council of State in supporting the electoral process, the legal and constitutional framework governing the national elections, the Council's initiatives to unify institutions and address the political deadlock, the challenges of decision-making and the overlapping roles of actors in the political process, and mechanisms for enhancing coordination among sovereign institutions.

The symposium aimed to solidify the legal and constitutional framework for the national elections, highlight the constitutional role of the High Council of State in supporting national consensus and the political process, and produce a document of recommendations and a shared national vision that contributes to supporting the national elections and strengthening stability.

The symposium concluded by emphasizing the need to adopt a comprehensive concept of national entitlement as an integrated constitutional and institutional project, while calling for the swift completion of the legal and constitutional framework for the transitional phase to ensure institutional stability.

The recommendations also stressed that achieving national entitlement is a shared responsibility requiring enhanced dialogue, coordination, and partnership among the various constitutional institutions, without prioritizing any one institution over another. This includes providing the necessary guarantees for implementing national outcomes, upholding the rule of law, and strengthening citizens' trust in the process of building a state based on law and institutions.
