Al-Menfi discusses with Guterres in Geneva the developments in the political process in Libya

Geneva, July 6, 2026 (LANA) – The Head of the Presidential Council, Mohammed Al-Menfi, met today in Geneva, Switzerland, with the Secretary-General of the United Nations, António Guterres, to discuss developments in the political process in Libya and the international organization's efforts to support a comprehensive Libyan-led process that preserves the unity, sovereignty, and stability of the state's institutions. The meeting was also attended by the Head of the Libyan Intelligence Service, Abdulmajid Ibrahim Abdulkarim.

Al-Menfi emphasized that any sustainable political settlement must be based on consensus among Libyan institutions and national ownership, without selectivity, exclusion, or interference that undermines sovereignty. This is essential to ensure that the solution is implementable, legally sound, and rests on a solid institutional foundation that prevents future division.

He commended the efforts to unify the military institution through the Chiefs of Staff and the 5+5 Joint Military Commission, in accordance with the approved frameworks and relevant Security Council resolutions. This will strengthen the ceasefire and build a unified, professional military institution that does not interfere in politics.

The meeting discussed the role of the Presidential Council in bridging the gap between the House of Representatives and the High Council of State, and the approach of the Presidential Council Chairman, which is based on holding a referendum on contentious issues. The United Nations Support Mission in Libya (UNSMIL) will support all efforts aimed at broadening the base of consensus and creating the conditions for a comprehensive political process, according to the Presidential Council Chairman's media office.

The media office also reported that the UN Secretary-General commended the Presidential Council Chairman's approach, which is based on consensus among institutions and prioritizing dialogue. He stressed the importance of building on this approach in the coming phase and reiterated the United Nations' support for Libyan efforts to achieve a comprehensive political settlement and consolidate security and stability in Libya and the region.
